KESK Hukuk ve T\u0130S Uzman\u0131 \u00d6zg\u00fcr Y\u0131lmaz, h\u00fck\u00fcmetin kamuda \u00e7al\u0131\u015fma d\u00fczenine ili\u015fkin yeni plan\u0131n\u0131 Evrensel\u2019e de\u011ferlendirdi.<\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\"><strong>\u2018Toplam kalite y\u00f6netimi\u201d, \u201ckamuda performans\u201d, \u201cverimlilik\u2019&#8230; Bunlar kula\u011fa ho\u015f gelen kavramlar itiraz\u0131n\u0131z neden?<\/strong><br \/>Bu kavramlara \u201cinsan ve m\u00fc\u015fteri odakl\u0131\u201d, \u201c\u015feffaf\u201d, \u201cHesap verebilir\u201d \u201cvizyon ve misyon sahibi\u201d, \u201cesneklik\u201d gibi kavramlar da eklemek m\u00fcmk\u00fcn. Evet,\u00a0 kula\u011fa ho\u015f geliyor. D\u00fc\u015f\u00fcnsenize verimlilik varken kim verimsizli\u011fi savunur ya da kat\u0131l\u0131\u011f\u0131n kar\u015f\u0131t\u0131 gibi lanse edilen esneklik kavram\u0131na kim kar\u015f\u0131 \u00e7\u0131kar?\u00a0 Zaten ama\u00e7 da tam olarak bu,\u00a0 yani kulaklara ho\u015f gelmesi. \u00a0<br \/>Kamu alan\u0131n\u0131 toptan tasfiye ederek kamunun yani halk\u0131n de\u011fil, piyasan\u0131n yarar\u0131n\u0131n temel al\u0131nd\u0131\u011f\u0131 bir sistem ad\u0131m ad\u0131m hayata ge\u00e7iriliyor. \u00d6zel sekt\u00f6r kurallar\u0131n\u0131n ve mant\u0131\u011f\u0131n\u0131n kamu alan\u0131na da hakim k\u0131l\u0131nmas\u0131n\u0131 hedefleyenler, kamuoyunu etkilemek i\u00e7in son d\u00f6nemin moda tabiriyle, \u201calg\u0131 operasyonu\u201d y\u00fcr\u00fct\u00fcyorlar. Verimlilik vb. kavramlar da alg\u0131 operasyonunun s\u00f6ylem alan\u0131n\u0131n temel ara\u00e7lar\u0131 olarak kullan\u0131l\u0131yor.<\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\"><strong>\u2018\u00dcCRETLER DE ESNEYECEK\u2019<\/strong><\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\">Bu s\u00f6ylemde ger\u00e7ekler m\u00fcmk\u00fcn oldu\u011funca saklan\u0131yor. \u00d6rne\u011fin kamu emek\u00e7ilerini esnek \u00e7al\u0131\u015fmaya ikna etmek, belirlenmi\u015f \u00e7al\u0131\u015fma saatlerinin insan hayat\u0131n\u0131 monotonla\u015ft\u0131rd\u0131\u011f\u0131n\u0131 anlatmak i\u00e7in Orhan Veli\u2019nin \u201cBiz memurlar, saat dokuzda, saat on ikide, saat be\u015fte, Biz bizeyizdir caddelerde, B\u00f6yle yazm\u0131\u015f yaz\u0131m\u0131z\u0131 Ulu tanr\u0131; Ya paydos zilini bekleriz, Ya ayba\u015f\u0131n\u0131\u201d dizlerinin bile kullan\u0131ld\u0131\u011f\u0131na \u015fahit olabiliyorsunuz. Orhan Veli\u2019nin bu dizelerini esnek \u00e7al\u0131\u015fmay\u0131 savunmak i\u00e7in kullananlar tabii ki hayata ge\u00e7irmek istedikleri bu modelde mesai saatleri de\u011fi\u015fse de toplamda ayn\u0131 s\u00fcre \u00e7al\u0131\u015f\u0131laca\u011f\u0131n\u0131 s\u00f6ylemiyorlar. Ya da daha az s\u00fcre \u00e7al\u0131\u015f\u0131lacaksa maa\u015flar\u0131n da, sosyal g\u00fcvenlikten yararlanman\u0131n da buna ba\u011fl\u0131 olarak d\u00fc\u015fece\u011fini, onlar\u0131n tabiriyle \u2018esneyece\u011finden\u2019 bahsetmiyorlar. Bunun da i\u015f, \u00fccret ve sosyal g\u00fcvenlikte istikrars\u0131zl\u0131\u011f\u0131n ve g\u00fcvencesizli\u011fin kap\u0131s\u0131n\u0131n aralanmas\u0131 demek oldu\u011funu elbette s\u00f6ylemiyorlar.<\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\"><strong>\u2018EN SON SEND\u0130KALAR DAVET ED\u0130LD\u0130\u2019<\/strong><\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\"><strong>\u2018Kamu Y\u00f6netiminde Personel Verimlili\u011fi Projesi\u201d \u00e7al\u0131\u015fmas\u0131n\u0131n detaylar\u0131 nedir?<\/strong><br \/>A\u00e7\u0131k\u00e7as\u0131 Devlet Personel Ba\u015fkanl\u0131\u011f\u0131n\u0131n (DPB)\u00a0 \u201cKamu Y\u00f6netiminde Personel Verimlili\u011fi Projesi\u201d ad\u0131 bir \u00e7al\u0131\u015fma y\u00fcr\u00fctt\u00fc\u011f\u00fcn\u00fc s\u00f6z konusu proje kapsam\u0131nda 12-13 Kas\u0131m 2014 tarihinde yapaca\u011f\u0131 \u201c2. \u00d6n De\u011ferlendirme Toplant\u0131s\u0131na\u201d KESK\u2019i davet etti\u011finde \u00f6\u011frendik. Konfederasyonumuza g\u00f6nderilen yaz\u0131da DPB taraf\u0131ndan kamuda personel verimlili\u011fi konusunda 2013-2014 y\u0131llar\u0131 Yat\u0131r\u0131m Program\u0131 kapsam\u0131nda \u00e7ok kapsaml\u0131 bir \u00e7al\u0131\u015fma y\u00fcr\u00fct\u00fcld\u00fc\u011f\u00fc bilgisi veriliyordu. Hatta s\u00f6z konusu proje kapsam\u0131nda 24-27 Mart tarihleri aras\u0131nda a\u011f\u0131rl\u0131kl\u0131 olarak akademisyenler ile \u00e7al\u0131\u015fanlar\u0131n verimlili\u011fi konusunda \u00e7al\u0131\u015fmalar y\u00fcr\u00fcten belli baz\u0131 kamu kurum ve kurulu\u015flar\u0131n\u0131n temsilcilerinin kat\u0131ld\u0131\u011f\u0131 \u201c1. \u00d6n De\u011ferlendirme Toplant\u0131s\u0131\u201d\u00a0 yap\u0131ld\u0131\u011f\u0131 bilgisi payla\u015f\u0131l\u0131yordu.<\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\"><strong>Siz kat\u0131lamad\u0131n\u0131z m\u0131 o toplant\u0131ya?<\/strong><br \/>Hay\u0131r. \u00c7\u00fcnk\u00fc toplant\u0131dan haberdar bile edilmedik. Projenin ad\u0131 \u201cKamu Personeli Verimlili\u011fi Projesi\u201d ama konunun do\u011frudan muhatab\u0131 kamu emek\u00e7ileri, sendikalar, konfederasyonlar yap\u0131lan toplant\u0131ya \u00e7a\u011fr\u0131lm\u0131yor. Bu durumu ifade etti\u011fimizde tatmin edici bir cevap da alamad\u0131k.<\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\"><strong>\u2018ESNEK \u00c7ALI\u015eTIRMA PROJES\u0130\u2019<\/strong><\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\"><strong>Kat\u0131ld\u0131\u011f\u0131n\u0131z toplant\u0131da sunulan projenin emek\u00e7ilere yans\u0131mas\u0131 nas\u0131l olacak?<\/strong><br \/>Toplant\u0131da olduk\u00e7a kapsaml\u0131 bir \u00e7al\u0131\u015fma y\u00fcr\u00fct\u00fcld\u00fc\u011f\u00fcne tan\u0131k olduk diyebilirim.\u00a0 \u201cKamu personel verimlili\u011fi projesi\u201d adl\u0131 projenin gerek\u00e7esi, amac\u0131, stratejik hedefleri, ana ba\u015fl\u0131klar\u0131, a\u015famalar\u0131 belirlenmi\u015f.<br \/>\u00d6te yandan toplant\u0131da sadece \u201ckamu personel verimlili\u011fi projesi\u201d de\u011fil, ayn\u0131 zamanda \u201cesnek \u00e7al\u0131\u015fma projesi\u201dnin de haz\u0131rland\u0131\u011f\u0131n\u0131 ve her iki projenin de 2015 y\u0131l\u0131 sonuna kadar tamamlanarak uygulamaya ge\u00e7ilmesinin planland\u0131\u011f\u0131 a\u00e7\u0131kland\u0131.<br \/>Merkezine performans de\u011ferlendirme sistemini, toplam kalite y\u00f6netiminin konuldu\u011fu verimlilik projesi i\u00e7in yurt d\u0131\u015f\u0131 uygulamalar\u0131n\u0131n yerinde incelenece\u011fi bu kapsamda da ilk olarak Japonya ve G\u00fcney Kore\u2019nin ziyaret edilece\u011fi anlat\u0131ld\u0131. Projenin koordinat\u00f6rl\u00fc\u011f\u00fcn\u00fc yapan DPB Strateji Geli\u015ftirme Dairesi Ba\u015fkan\u0131 sa\u011fl\u0131k alan\u0131nda uygulanan performans de\u011ferlendirme sistemini \u201c\u00e7ok ba\u015far\u0131l\u0131\u201d bulduklar\u0131n\u0131, bunun i\u00e7in t\u00fcm kamu alan\u0131na uygulanacak sistemde model al\u0131nabilece\u011fini ifade etti. \u00a0<\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\"><strong>\u00d6ZEL SEKT\u00d6RDEN DERS ALACAKLAR(!)<\/strong><\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\">Aral\u0131k ay\u0131 i\u00e7inde ise bin ki\u015finin \u00fczerinde \u00e7al\u0131\u015fan istihdam edilen \u00f6zel sekt\u00f6r temsilcileri ile bir toplant\u0131n\u0131n planland\u0131\u011f\u0131 aktar\u0131ld\u0131. DPB yetkilileri bu toplant\u0131n\u0131n gerek\u00e7esini\u00a0 \u201cOnlar\u0131n \u00e7al\u0131\u015fanlar\u0131n\u0131 motive etmedeki tecr\u00fcbelerinden yararlanmak\u201d olarak a\u00e7\u0131klad\u0131. \u00a0<br \/>Asl\u0131nda hem esnek \u00e7al\u0131\u015fman\u0131n hem de performans de\u011ferlendirme sisteminin dayanaklar\u0131 2011\u2019de y\u00fcr\u00fcrl\u00fc\u011fe giren 6111 say\u0131l\u0131 Yasa ile 657 say\u0131l\u0131 Devlet Memurlar\u0131 Kanunu\u2019nda yap\u0131lan de\u011fi\u015fikliklerle birlikte yarat\u0131lm\u0131\u015ft\u0131. AKP iktidar\u0131 kamu emek\u00e7ilerini ve kamu hizmetlerinden yararlanan halk\u0131n geni\u015f kesimlerini kar\u015f\u0131s\u0131na almamak i\u00e7in bu konuda da k\u00f6kl\u00fc ve toptan bir de\u011fi\u015fiklik yapmak yerine par\u00e7a par\u00e7a de\u011fi\u015fikli\u011fi tercih etti.<br \/>Emek\u00e7iler a\u00e7\u0131s\u0131ndan do\u011facak sonu\u00e7lar\u0131 g\u00f6rmek i\u00e7in projelerin gerek\u00e7esine bakmak yeterli. Verimlilik projesinin gerek\u00e7esi \u201cEkonomik, mali, teknolojik, sosyal ve hukuki alanlardaki geli\u015fmeler, kamu y\u00f6netimi ve kamu personeli sisteminde reform ihtiyac\u0131n\u0131 ortaya \u00e7\u0131karmaktad\u0131r\u201d olarak sunuluyor. Bu gerek\u00e7eyle h\u00fck\u00fcmet \u201cPiyasan\u0131n, \u00f6zel sekt\u00f6r\u00fcn \u00e7\u0131karlar\u0131n\u0131 temel ald\u0131\u011f\u0131m\u0131z ekonomik sistem her \u015feyin \u00fcst\u00fcndedir. Hukuki alanda, sosyal alanda oldu\u011fu gibi kamu y\u00f6netimi ve kamu personeli sistemini de piyasan\u0131n emrine sundu\u011fum iktisadi alana g\u00f6re \u015fekillendirece\u011fim\u201d demektedir.\u00a0<\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\"><strong>10 B\u0130N \u0130NSAN \u00d6LD\u00dc<\/strong><\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\"><strong>Proje kapsam\u0131nda G\u00fcney Kore, Japonya modellerinin incelenece\u011fini s\u00f6ylediniz. Neden bu \u00fclkeler?<\/strong><\/p>\n<p style=\"margin: 0px 5px 10px 10px; line-height: 20px; color: #333333; font-family: arial; font-size: 14px;\">\u00d6ncelikle \u015funu belirtmekte fayda var. Bu \u00fclkelerde sadece kamu alan\u0131n\u0131n de\u011fil, \u00f6zel sekt\u00f6r\u00fcn de incelenece\u011fi bizzat DPB Ba\u015fkan\u0131 taraf\u0131ndan ifade edildi. Neden bu \u00fclkeler se\u00e7ilmi\u015f meselesine gelince&#8230; Japonya Toplam Kalite Y\u00f6netimi (TKY) uygulamalar\u0131n\u0131n merkezi olarak biliniyor. G\u00fcney Kore\u2019de de ayn\u0131 model uygulan\u0131yor. TKY ve kalite \u00e7emberleri ise \u00e7al\u0131\u015fanlar\u0131 birbiri ile rakip hale getiren, performans\u0131 esas alan, dayan\u0131\u015fmay\u0131 dolay\u0131s\u0131yla \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc ortadan kald\u0131ran sistemler olarak biliniyor.<br \/>En \u00f6nemlisi bu sistemlerin insan sa\u011f\u0131l\u0131\u011f\u0131 \u00fczerindeki etkisidir ki, \u00f6zellikle Japonya\u2019n\u0131n bu konuda hi\u00e7 de iyi olmayan bir \u00fcn\u00fc vard\u0131r. \u00c7\u00fcnk\u00fc Japonya sadece TKY\u2019nin de\u011fil\u00a0 bu sisteme g\u00f6re dayat\u0131lan a\u015f\u0131r\u0131 ve yo\u011fun \u00e7al\u0131\u015ft\u0131rman\u0131n sonucu ortaya \u00e7\u0131kan karoshinin de merkezi olarak biliniyor. Karoshi a\u015f\u0131r\u0131 \u00e7al\u0131\u015ft\u0131rmaya ba\u011fl\u0131 olarak ya\u015fanan hipertansiyon, damar sertli\u011fi gibi sorunlar\u0131n bir araya gelerek kalp krizi, kalp yetmezli\u011fi ve beyin-damar hastal\u0131klar\u0131 sonucunda \u00f6l\u00fcmle ya da kal\u0131c\u0131 sakatl\u0131kla sonu\u00e7lanan durumu tan\u0131mlayan Japonca bir terim.\u00a0 Birle\u015fmi\u015f Milletler \u0130nsan Haklar\u0131 Komisyonunun 1992\u2019de yay\u0131mlanan raporuna g\u00f6re Japonya\u2019da karoshi sonucu 10 bin dolay\u0131nda insan\u0131n hayat\u0131n\u0131 kaybetmi\u015f. \u0130\u015fte DPB\u2019nin verimlilikte model almay\u0131 d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fc \u00fclke.
