text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 10pt;\"><strong><span style=\"color: black; font-weight: normal;\">15 May\u0131s<\/span><\/strong><span style=\"color: black;\">\u2019ta TBMM\u2019ye sevk edilen torba yasa ile ilk d\u00fczenlemeler hayata ge\u00e7irilirken, g\u00f6sterilecek tepkilere ba\u011fl\u0131 olarak, di\u011fer yasal d\u00fczenlemeler yak\u0131n gelecekte g\u00fcndeme getirilecek.<\/span><\/span><\/p>\n<p style=\"margin: 0cm 0cm 0.0001pt; text-align: justify;\"><span style=\"color: black; font-family: arial, helvetica, sans-serif; font-size: 10pt;\">2011 y\u0131l\u0131nda yasala\u015fan ve kamuda esnek, kurals\u0131z ve g\u00fcvencesiz \u00e7al\u0131\u015fmay\u0131 kolayla\u015ft\u0131r\u0131p, performans de\u011ferlendirmesinin \u00f6n\u00fcn\u00fc a\u00e7an 6111 say\u0131l\u0131 torba yasa d\u00fczenlemesi ile 657 say\u0131l\u0131 devlet memurlar\u0131 kanununda yap\u0131lan k\u00f6kl\u00fc de\u011fi\u015fikliklerden sonra yeni bir torba yasa haz\u0131rland\u0131.<\/span><\/p>\n<p style=\"margin: 0cm 0cm 0.0001pt; text-align: justify;\"><span style=\"color: black; font-family: arial, helvetica, sans-serif; font-size: 10pt;\">657 say\u0131l\u0131 yasada baz\u0131 de\u011fi\u015fiklikler i\u00e7eren yeni bir torba yasa, AKP\u2019nin <strong><span style=\"font-weight: normal;\">\u201cyeni anayasa\u201d<\/span><\/strong> tart\u0131\u015fmalar\u0131ndaki en b\u00fcy\u00fck dayatmas\u0131 olan Ba\u015fkanl\u0131k sistemine uygun bir <strong><span style=\"font-weight: normal;\">\u201ckamu y\u00f6netimi\u201d<\/span><\/strong> olu\u015fturmay\u0131 hedefliyor.<\/span><\/p>\n<p style=\"margin: 0cm 0cm 0.0001pt; text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 10pt;\"><strong><span style=\"color: black;\">HER KURUM S\u0130STEM\u0130N\u0130 D\u00dcZENLEYECEK<\/span><\/strong><\/span><\/p>\n<p style=\"margin: 0cm 0cm 0.0001pt; text-align: justify;\"><span style=\"color: black; font-family: arial, helvetica, sans-serif; font-size: 10pt;\">TBMM\u2019ye sevk edilen yeni torba yasada kamu emek\u00e7ilerinin en \u00e7ok tart\u0131\u015ft\u0131\u011f\u0131 <strong><span style=\"font-weight: normal;\">\u201ci\u015f g\u00fcvencesi\u201d<\/span>, <\/strong><strong><span style=\"font-weight: normal;\">\u201crotasyon\u201d, \u201cdisiplin aff\u0131\u201d<\/span><\/strong> vb gibi d\u00fczenlemelerin olmamas\u0131 bir \u015fey de\u011fi\u015ftirmeyecek. \u00d6n\u00fcm\u00fczdeki d\u00f6nemde her bakanl\u0131k ya da kurum, t\u0131pk\u0131 <strong><span style=\"font-weight: normal;\">PTT A\u015e<\/span><\/strong> kanununda oldu\u011fu gibi kendi personel sistemini d\u00fczenleyecek.<\/span><\/p>\n<p style=\"margin: 0cm 0cm 0.0001pt; text-align: justify;\"><span style=\"color: black; font-family: arial, helvetica, sans-serif; font-size: 10pt;\">AKP\u2019nin her konuda oldu\u011fu gibi, i\u015f g\u00fcvencesinin kald\u0131r\u0131lmas\u0131 konusunda da <strong><span style=\"font-weight: normal;\">\u201ciki ileri, bir geri\u201d<\/span><\/strong> takti\u011fi izliyor. Bu konuda en az\u0131ndan \u015fimdilik, bir geri ad\u0131m atm\u0131\u015flar gibi g\u00f6r\u00fcnse de, h\u00fck\u00fcmetin uygun ortam olu\u015ftu\u011funda iki ad\u0131m birden atmaktan asla \u00e7ekinmeyece\u011fini g\u00f6rmek gerekiyor.<\/span><\/p>\n<p style=\"margin: 0cm 0cm 0.0001pt; text-align: justify;\"><span style=\"color: black; font-family: arial, helvetica, sans-serif; font-size: 10pt;\">Kamu personel rejiminin sermayenin ve piyasan\u0131n ihtiya\u00e7lar\u0131 do\u011frultusunda de\u011fi\u015ftirilmesi giri\u015fimlerine kar\u015f\u0131 \u00e7\u0131karken, meseleyi sadece mevcut<strong><span style=\"font-weight: normal;\">\u201ctorba yasa\u201d<\/span><\/strong> de\u011fi\u015fiklikleri \u00fczerinden tart\u0131\u015fmamal\u0131y\u0131z.<\/span><\/p>\n<p style=\"margin: 0cm 0cm 0.0001pt; text-align: justify;\"><span style=\"color: black; font-family: arial, helvetica, sans-serif; font-size: 10pt;\">Yeni anayasa tart\u0131\u015fmalar\u0131nda kamu hizmetlerinin tamamen piyasa ko\u015fullar\u0131nda sunulaca\u011f\u0131n\u0131n ispat\u0131 olan kamu hizmetlerinin <strong><span style=\"font-weight: normal;\">\u201casli ve s\u00fcrekli g\u00f6revler\u201d<\/span><\/strong> olmaktan \u00e7\u0131kar\u0131lmas\u0131 ve <strong><span style=\"font-weight: normal;\">\u201cmemur\u201d<\/span><\/strong> ifadesinin yerine<strong><span style=\"font-weight: normal;\">\u201c\u00e7al\u0131\u015fanlar\u201d<\/span><\/strong> ifadesinin getirilmesi, i\u015f g\u00fcvencemizin torba yasalarla zay\u0131flat\u0131l\u0131p, yeni Anayasa ile tamamen ortadan kald\u0131r\u0131lmak istendi\u011finin en somut kan\u0131t\u0131d\u0131r.<\/span><\/p>\n<p style=\"margin: 0cm 0cm 0.0001pt;
