DPB yaz\u0131s\u0131nda, Kamu Personeli Dan\u0131\u015fma Kurulu\u2019nun 2012 Y\u0131l\u0131 Kas\u0131m ay\u0131 toplant\u0131s\u0131nda ele ald\u0131\u011f\u0131 konulara ili\u015fkin yap\u0131lan \u00e7al\u0131\u015fmalar\u0131n de\u011ferlendirilece\u011fi ifade edilmi\u015ftir. Bakan, Kas\u0131m 2012\u2019de Kamu Personel Dan\u0131\u015fma Kurulu toplant\u0131s\u0131nda konu\u015fulan ve toplamda 161 konuyu ilgilendiren kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n \u00f6zl\u00fck ve sosyal haklar\u0131yla ilgili konular \u00fczerinde \u00e7al\u0131\u015fmalar\u0131n devam etti\u011fini belirtmi\u015ftir. Bas\u0131n\u0131n \u0131srarl\u0131 sorular\u0131 \u00fczerine \u00c7al\u0131\u015fma Bakan\u0131 sosyal taraflar\u0131n g\u00f6r\u00fc\u015f ve \u00f6nerileri al\u0131nmadan taslak haz\u0131rlanmad\u0131\u011f\u0131n\u0131, memurlar\u0131n rotasyonu gibi konular\u0131n netle\u015fmedi\u011fini, bas\u0131nda \u00e7\u0131kan haberlerin spek\u00fclasyon oldu\u011funu belirtmi\u015ftir.&nbsp; <\/span><\/p>\n<p style=\"text-align: justify; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">Devlet Personel Ba\u015fkanl\u0131\u011f\u0131 yetkilileri ise; Kamu G\u00f6revlileri Hakem Kurulunda al\u0131nan kararlardan, itfaiyecilerin genel idare hizmetleri s\u0131n\u0131f\u0131na al\u0131nmas\u0131 konusunda Sosyal G\u00fcvenlik Kurumu\u2019nun, sendika temsilcisinin disiplin kurulunda bulunmas\u0131yla ilgili Y\u00d6K Ba\u015fkanl\u0131\u011f\u0131\u2019n\u0131n ve enformasyon memuru kadrosunda \u00e7al\u0131\u015fan personelin kadro unvan\u0131n\u0131n turizm ara\u015ft\u0131rmac\u0131s\u0131 olmas\u0131yla ilgili Maliye Bakanl\u0131\u011f\u0131\u2019n\u0131n sorun \u00e7\u0131kard\u0131\u011f\u0131n\u0131 bilgisini vererek, Kamu G\u00f6revlileri Hakem Kurulu karar\u0131 ile kabul edilen hususlar\u0131n kal\u0131c\u0131 hale gelebilmesi amac\u0131yla kanun \u00e7al\u0131\u015fmas\u0131 yap\u0131ld\u0131\u011f\u0131n\u0131 ifade etmi\u015ftir.<\/span><\/p>\n<p style=\"text-align: justify; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">Konfederasyon Genel Ba\u015fkan\u0131m\u0131z toplant\u0131 g\u00fcndeminin ge\u00e7 g\u00f6nderilmesini ele\u015ftirmi\u015f ve belirtilen konularla ilgili KESK olarak g\u00f6r\u00fc\u015flerimizin haz\u0131rlanarak daha sonra sunulaca\u011f\u0131n\u0131 ifade etmi\u015ftir. Di\u011fer konfederasyonlar da ayn\u0131 ele\u015ftiriyi yapm\u0131\u015ft\u0131r. Bunun yan\u0131 s\u0131ra 2012 y\u0131l\u0131 toplu s\u00f6zle\u015fme g\u00f6r\u00fc\u015fmelerinde kararla\u015ft\u0131r\u0131lan ve Kamu Personeli Dan\u0131\u015fma Kurulu\u2019nda konu\u015fulacak 161 konuyla ilgili hen\u00fcz bir geli\u015fme sa\u011flanmamas\u0131n\u0131 ele\u015ftiren Genel Ba\u015fkan\u0131m\u0131z toplu s\u00f6zle\u015fme g\u00f6r\u00fc\u015fmelerinde kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n mali ve sosyal haklar\u0131 d\u0131\u015f\u0131nda kalan \u00f6zl\u00fck haklar\u0131, sendikal haklar\u0131, demokratik ve siyasi haklar\u0131n\u0131n toplu s\u00f6zle\u015fme kapsam\u0131nda de\u011ferlendirilerek karar alt\u0131na al\u0131nmas\u0131na dair \u015ferhimizi hat\u0131rlatarak s\u00fcrecin KESK\u2019i hakl\u0131 \u00e7\u0131kard\u0131\u011f\u0131n\u0131n alt\u0131n\u0131 \u00e7izmi\u015ftir. <\/span><\/p>\n<p style=\"text-align: justify; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">Kas\u0131m 2012 ve Mart 2013 tarihlerinde yap\u0131lan Kamu Personeli Dan\u0131\u015fma Kurulu toplant\u0131lar\u0131 ile aralarda yap\u0131lan teknik toplant\u0131lar\u0131n bir oyalama s\u00fcrecine d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc vurgulayan Genel Ba\u015fkan\u0131m\u0131z ayr\u0131ca bas\u0131na yans\u0131d\u0131\u011f\u0131 kadar\u0131 ile baz\u0131 bakanlar\u0131n memurlarla ilgili sarf ettikleri olumsuz s\u00f6zlere kar\u015f\u0131 ele\u015ftiride bulunmu\u015f, bunu bas\u0131n \u00f6n\u00fcnde a\u00e7\u0131k bir \u015fekilde ifade etmi\u015ftir. <\/span><\/p>\n<p style=\"text-align: justify; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">Genel Ba\u015fkan\u0131m\u0131z toplant\u0131 g\u00fcndeminde belirtilen konularla ilgili g\u00f6r\u00fc\u015flerimizi daha sonra iletece\u011fimizi belirtmi\u015f ancak k\u0131saca temel bak\u0131\u015f a\u00e7\u0131m\u0131z\u0131 ortaya koymu\u015ftur. \u00c7al\u0131\u015fma Bakan\u0131na \u00e7e\u015fitli sorular sorarak toplant\u0131 g\u00fcndemindeki konularla ilgili Bakanlar Kurulu\u2019nda yap\u0131lan tart\u0131\u015fmada h\u00fck\u00fcmetin nas\u0131l bir kamu y\u00f6netimi arzu etti\u011fini, nas\u0131l bir kamu hizmeti vermek istedi\u011fini ve \u00e7al\u0131\u015fanlar\u0131n ortak \u00f6rg\u00fctlenmesinden yana olup olmad\u0131\u011f\u0131n\u0131 sormu\u015ftur. \u00c7al\u0131\u015fma Bakan\u0131 bu sorulara do\u011frudan cevap vermeyerek sadece kamuda verimli \u00e7al\u0131\u015fmay\u0131 istediklerini, yap\u0131lacak tart\u0131\u015fmalardan sonra \u201c\u00e7al\u0131\u015fan\u201d isminin kabul edilmesi halinde ortak \u00f6rg\u00fctlenme konusunun tart\u0131\u015f\u0131labilece\u011fini ifade etmi\u015ftir.&nbsp; <\/span><\/p>\n<p style=\"text-align: justify; line-height: normal;\"><strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">Genel Ba\u015fkan\u0131m\u0131z g\u00fcndemle ilgili olarak k\u0131saca;<\/span><\/strong><\/p>\n<p style=\"text-align: justify; text-indent: -18pt; line-height: normal;\">$<strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">1-<span style=\"font-weight: normal; font-size: 7pt; font-family: 'Times New Roman';\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">Kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n tamam\u0131n\u0131n par\u00e7al\u0131 istihdam\u0131na son verilerek kadrolu \u00e7al\u0131\u015fmas\u0131 gerekti\u011fini a\u00e7\u0131k\u00e7a ifade etmi\u015ftir. Dolay\u0131s\u0131yla s\u00f6zle\u015fmeli veya ge\u00e7ici \u00e7al\u0131\u015fma bi\u00e7imlerine kar\u015f\u0131 \u00e7\u0131karak bunlar\u0131n tamam\u0131n\u0131n kadroya al\u0131nmas\u0131 gerekti\u011fini kaydetmi\u015ftir. Bu ba\u011flamda i\u015f g\u00fcvencesi konusunda kesinlikle geri ad\u0131m anlam\u0131na gelecek bir d\u00fczenlemeyi KESK olarak kabul etmemizin m\u00fcmk\u00fcn olmad\u0131\u011f\u0131n\u0131n alt\u0131n\u0131 tekrar \u00e7izmi\u015ftir.<\/span><\/p>\n<p style=\"text-align: justify; text-indent: -18pt; line-height: normal;\">$1<strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">2-<span style=\"font-weight: normal; font-size: 7pt; font-family: 'Times New Roman';\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">Kamudaki as\u0131l sorunun personel eksikli\u011fini oldu\u011funu, e\u011fitimde yakla\u015f\u0131k 200 bin, sa\u011fl\u0131kta yakla\u015f\u0131k 100 bin personel a\u00e7\u0131\u011f\u0131 bulundu\u011funu, \u00f6ncelikle personel a\u00e7\u0131\u011f\u0131n\u0131n giderilmesi gerekti\u011fini belirterek kamu personelinin rotasyonunun s\u00fcrg\u00fcn anlam\u0131na gelece\u011fini bu nedenle KESK olarak buna kar\u015f\u0131 oldu\u011fumuzu vurgulam\u0131\u015ft\u0131r. Personel a\u00e7\u0131\u011f\u0131 bulunan yerlerle ilgili g\u00f6n\u00fcll\u00fcl\u00fck temelinde ilave \u00fccret ve sosyal haklar verilerek sorunun \u00e7\u00f6z\u00fclebilece\u011fini ifade etmi\u015ftir.<\/span><\/p>\n<p style=\"text-align: justify; text-indent: -18pt; line-height: normal;\">$1<strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">3-<span style=\"font-weight: normal; font-size: 7pt; font-family: 'Times New Roman';\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">H\u00fck\u00fcmetin niyetinin \u00fcst d\u00fczey kamu g\u00f6revlilerini (genel m\u00fcd\u00fcr yard\u0131mc\u0131lar\u0131 ve \u00fcst\u00fc) \u2018h\u00fck\u00fcmet memuru\u2019 haline getirmek oldu\u011funu, bu durumun kariyer ve liyakat ilkelerine ayk\u0131r\u0131 oldu\u011funa dikkat \u00e7ekerek h\u00fck\u00fcmetin nas\u0131l bir kamu hizmeti anlay\u0131\u015f\u0131 benimseyece\u011fini net olarak ortaya koymas\u0131 halinde bu konunun daha a\u00e7\u0131k bir \u015fekilde tart\u0131\u015f\u0131labilece\u011fini ifade etmi\u015ftir. <\/span><\/p>\n<p style=\"text-align: justify; text-indent: -18pt; line-height: normal;\">$1<strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">4-<span style=\"font-weight: normal; font-size: 7pt; font-family: 'Times New Roman';\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">Kariyer mesleklere atanma \u015fartlar\u0131n\u0131n tart\u0131\u015f\u0131labilece\u011fini ifade etmi\u015ftir.<\/span><\/p>\n<p style=\"text-align: justify; text-indent: -18pt; line-height: normal;\">$1<strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">5-<span style=\"font-weight: normal; font-size: 7pt; font-family: 'Times New Roman';\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">657 say\u0131l\u0131 kanundaki disiplin cezalar\u0131n\u0131n amac\u0131n\u0131n ki\u015fiyi cezaland\u0131rma oldu\u011funu, oysa bu anlay\u0131\u015f\u0131n\u0131 terk edilerek yeniden belirlenecek fiillerin davran\u0131\u015f\u0131 engellemeye d\u00f6n\u00fck olarak haz\u0131rlanmas\u0131 gerekti\u011fini ve bu temelde bu cezalar\u0131n tamam\u0131n\u0131n tart\u0131\u015f\u0131labilece\u011fini ifade etmi\u015ftir.<\/span><\/p>\n<p style=\"text-align: justify; text-indent: -18pt; line-height: normal;\">$1<strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">6-<span style=\"font-weight: normal; font-size: 7pt; font-family: 'Times New Roman';\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/strong><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">H\u00fck\u00fcmetin niyetinin kamu personel rejimini tamamen de\u011fi\u015ftirmek oldu\u011funu, bunu par\u00e7a par\u00e7a hayata ge\u00e7irdi\u011fini ve bug\u00fcne kadar kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n ve konfederasyonlar\u0131n\u0131n taleplerini g\u00f6rmezden geldi\u011fini ifade ederek, bu konunun k\u0131sa zaman diliminde ele al\u0131narak oldubittiye getirilmesinin kar\u015f\u0131s\u0131nda oldu\u011fumuzu ifade etmi\u015ftir.<\/span><\/p>\n<p style=\"text-align: justify; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">Di\u011fer konfederasyon ba\u015fkanlar\u0131 da kadrolu \u00e7al\u0131\u015fma ve i\u015f g\u00fcvencesi konusunda ayn\u0131 tutumu tak\u0131nm\u0131\u015flard\u0131r. Memur Sen Ba\u015fkan\u0131 \u00fcst d\u00fczey kamu g\u00f6revlilerinin \u2018h\u00fck\u00fcmet memuru\u2019 olabilece\u011fini ifade etmi\u015ftir. <\/span><\/p>\n<p style=\"text-align: justify; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Times New Roman', serif;\">\u00c7al\u0131\u015fma Bakan\u0131, Kamu Personeli Dan\u0131\u015fma Kurulu\u2019nda konu\u015fulan 161 konu ile ilgili taraf olarak herhangi bir s\u00f6z vermediklerini, bu konunun Ba\u015fbakanl\u0131kta tart\u0131\u015f\u0131ld\u0131\u011f\u0131n\u0131, dolay\u0131s\u0131yla son \u015feklinin Ba\u015fbakanl\u0131kta verilece\u011fini belirtmi\u015ftir.
