Kamu kaynaklar\u0131n\u0131 korumak en verimli \u015fekilde hizmet \u00fcretimi sa\u011flamak kamuda \u00e7al\u0131\u015fan emek\u00e7ilerin asli g\u00f6revidir. \u0130darenin haks\u0131z uygulamalar\u0131 kamu emek\u00e7ilerini i\u015flerine ve g\u00f6revlerine yabanc\u0131la\u015ft\u0131rarak onlar\u0131 g\u00f6rev kavram\u0131ndan uzakla\u015ft\u0131rmaktad\u0131r.
