Bas\u0131n toplant\u0131m\u0131za ho\u015f geldiniz.<\/p>\n<p>\u00dcye say\u0131s\u0131 en \u00e7ok olan \u00fc\u00e7 konfederasyonun toplu s\u00f6zle\u015fme tekliflerini en ge\u00e7 yar\u0131n mesai bitimine kadar \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131na vermesi gerekiyor. Biz de teklifimizi yar\u0131n \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131na ula\u015ft\u0131raca\u011f\u0131z. Teklifi vermeden \u00f6nce teklifin as\u0131l sahibi olan 3 bu\u00e7uk milyon kamu emek\u00e7isi ve 2 milyonu a\u015fk\u0131n kamu emeklisiyle siz bas\u0131n emek\u00e7ileri arac\u0131l\u0131\u011f\u0131yla payla\u015fmak istiyoruz.<\/p>\n<p>Sizler de yak\u0131ndan takip ediyorsunuz. Ailelerini de katt\u0131\u011f\u0131m\u0131zda toplamda 20 milyonluk \u00f6nemli bir kitleyi etkileyecek olan toplu s\u00f6zle\u015fme s\u00fcrecinin i\u00e7indeyiz. Di\u011fer taraftan 750 bin kamu i\u015f\u00e7isini kapsayan toplu s\u00f6zle\u015fme s\u00fcreci de devam ediyor. Konfederasyonumuzun kamu i\u015f\u00e7ilerinin taleplerinin yan\u0131nda oldu\u011funu, m\u00fccadelelerini destekledi\u011fini ve dayan\u0131\u015fma i\u00e7erisinde olaca\u011f\u0131n\u0131 ifade etmek istiyoruz.<\/p>\n<p><strong>Ne yaz\u0131k ki 5 bu\u00e7uk milyon kamu emek\u00e7isi ve emeklisi 2 A\u011fustos\u2019ta ba\u015flayacak toplu s\u00f6zle\u015fme g\u00f6r\u00fc\u015fmelerini artan sorunlarla kar\u015f\u0131l\u0131yor.\u00a0<\/strong>Bug\u00fcne kadar be\u015f defa kurulan masadan, insanca ya\u015famaya yetecek bir \u00fccretten g\u00fcvencesiz, s\u00f6zle\u015fmeli istihdama son verilmesine, gelir vergisi adaletsizli\u011finin ve ek g\u00f6sterge adaletsizli\u011finin ortadan kald\u0131r\u0131lmas\u0131ndan ek \u00f6demelerin emekli ayl\u0131klar\u0131na yans\u0131t\u0131lmas\u0131na kadar hi\u00e7bir temel sorunumuz \u00e7\u00f6z\u00fclmemi\u015ftir. \u00c7\u00f6z\u00fclmedi\u011fi gibi giderek derinle\u015fen ekonomik kriz mevcut sorunlar\u0131m\u0131z\u0131 daha da a\u011f\u0131rla\u015ft\u0131rm\u0131\u015ft\u0131r.<\/p>\n<p>KESK olarak,\u00a0 i\u015f\u00e7isinden,\u00a0 kamu emek\u00e7isine,\u00a0 emeklisinden asgari \u00fccretlisine, k\u00fc\u00e7\u00fck esnaf\u0131ndan \u00e7ift\u00e7isine kadar eme\u011fi ile ya\u015fam m\u00fccadelesi verenleri bir b\u00fct\u00fcn olarak g\u00f6rd\u00fc\u011f\u00fcm\u00fcz\u00fc her f\u0131rsatta ifade ediyoruz.<\/p>\n<p>Bu \u00fclkenin sadece kamu emek\u00e7ileri de\u011fil t\u00fcm emek\u00e7ileri, ezilenleri, eme\u011fi s\u00f6m\u00fcr\u00fclenleri, i\u015fsizleri, emeklileri asl\u0131nda ayn\u0131 \u015feyleri talep ediyor.<\/p>\n<ul>\n<li><strong>Toplumun eme\u011fiyle ge\u00e7inen %99\u2019u \u00f6ncelikle bug\u00fcne kadar ellerinden al\u0131nanlar\u0131, gasp edilen, budanan haklar\u0131n\u0131 geri istiyor.<\/strong><\/li>\n<li><strong>Yoksulla\u015ft\u0131r\u0131lan, bor\u00e7land\u0131r\u0131lan, m\u00fclks\u00fczle\u015ftirilen, g\u00fcvencesizle\u015ftirilen milyonlar Temel Gelir G\u00fcvencesi istiyor.<\/strong><\/li>\n<li><strong>Kamu emek\u00e7ileri ve emeklileri bug\u00fcne kadar hep ertelenen, fazlas\u0131 ile hak ettikleri insanca ya\u015fam, g\u00fcvenceli i\u015f ve g\u00fcvenli gelecek i\u00e7in haklar\u0131n\u0131n garanti alt\u0131na al\u0131nmas\u0131n\u0131 istiyor.<\/strong><\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p>Biz de bu ger\u00e7eklikten yola \u00e7\u0131karak 2022-2023 y\u0131llar\u0131n\u0131 kapsayacak T\u0130S s\u00fcrecinde t\u00fcm kamu emek\u00e7ilerine ve emeklilerine\u00a0 \u201c<strong>\u0130nsanca Ya\u015fam, G\u00fcvenceli \u0130\u015f Ve G\u00fcvenli Gelecek\u201d teklifimizi haz\u0131rlamaya \u00e7al\u0131\u015ft\u0131k.<\/strong><\/p>\n<p>Teklifimiz alt\u0131 ana ba\u015fl\u0131ktan olu\u015fuyor. Bunlar\u0131 s\u0131ralayacak olursak:<\/p>\n<ul>\n<li><strong>\u0130nsanca Ya\u015famaya Yetecek Bir \u00dccret<\/strong><\/li>\n<li><strong>Halktan Yana Bir Kamu Hizmeti<\/strong><\/li>\n<li><strong>Temel Gelir G\u00fcvencesi<\/strong><\/li>\n<li><strong>G\u00fcvenceli \u0130stihdam, G\u00fcvenli Gelecek<\/strong><\/li>\n<li><strong>Demokratik, Adil Bir \u00c7al\u0131\u015fma Ya\u015fam\u0131<\/strong><\/li>\n<li><strong>Ger\u00e7ek Bir Toplu Pazarl\u0131k.<\/strong><\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p>\u00dclkeyi y\u00f6netenlerden en \u00e7ok duydu\u011fumuz s\u00f6zlerden birisi \u201ci\u015f\u00e7iyi, memuru enflasyona ezdirmedik\u201d s\u00f6z\u00fcd\u00fcr. Ancak bu s\u00f6zde ifade edilen enflasyon T\u00dc\u0130K taraf\u0131ndan a\u00e7\u0131klanan, \u00e7arp\u0131k hesaplamalara dayal\u0131 resmi enflasyondur. Oysa i\u015f\u00e7iyi, kamu emek\u00e7isini, emekliyi ezen T\u00dc\u0130K\u2019in resmi rakamlar\u0131 de\u011fil, sokakta, pazarda, mutfakta ya\u015fanan hayat\u0131n ger\u00e7ek, gayri resmi enflasyonudur.<\/p>\n<p>Nitekim 2019 Haziran-2021 Haziran aras\u0131 d\u00f6nemini kapsayan 2 y\u0131ll\u0131k resmi enflasyon 32,36\u2019d\u0131r. Ayn\u0131 d\u00f6nemde Yurt \u0130\u00e7i \u00dcretici Enflasyonu (Y-\u00dcFE) %51,71 artm\u0131\u015ft\u0131r. \u00dcretici enflasyonunun bu kadar y\u00fcksek oldu\u011fu bir tabloda T\u00dcFE\u2019nin 20 puan a\u015fa\u011f\u0131da olmas\u0131 ger\u00e7ek\u00e7i de\u011fildir.<\/p>\n<p>Son iki y\u0131lda kamu emek\u00e7ilerinin temel maa\u015f unsurlar\u0131nda resmi verilere g\u00f6re %29,85 art\u0131\u015f ya\u015fan\u0131rken;<\/p>\n<ul>\n<li>Nitekim 2020 y\u0131l\u0131 resmi enflasyonu %14,60, 2021 y\u0131l\u0131 ilk 6 ay\u0131 enflasyonu %8,45\u2019dir. Buna kar\u015f\u0131n ba\u011f\u0131ms\u0131z iktisat\u00e7\u0131 akademisyenlerin olu\u015fturdu\u011fu Enflasyon Ara\u015ft\u0131rma Grubu (ENAGrup) verilerine g\u00f6re 2020 y\u0131l\u0131 enflasyonu %36,72 iken, toplamda son bir y\u0131l\u0131n enflasyonu %45,4\u2019t\u00fcr. ENAGrup verilerine g\u00f6re sadece son alt\u0131 ayl\u0131k enflasyon ise %19,16\u2019d\u0131r.<\/li>\n<li>Dolays\u0131yla y\u0131llard\u0131r maa\u015flar\u0131 \u00e7arp\u0131k resmi enflasyon rakamlar\u0131na endekslenen kamu emek\u00e7ilerinin reel geliri erimeye devam etmektedir. Bu erimeyi g\u00f6rmek i\u00e7in d\u00f6viz kurunda, alt\u0131n fiyatlar\u0131nda ve en \u00f6nemlisi yoksulluk s\u0131n\u0131r\u0131nda ayn\u0131 d\u00f6nemde ya\u015fanan art\u0131\u015flara bakmak yeterlidir.<\/li>\n<li>\u00d6rne\u011fin 2019 Temmuz-2021 Temmuz d\u00f6neminde dolar kurunda %52,6 art\u0131\u015f ya\u015fanm\u0131\u015ft\u0131r.<\/li>\n<li>2019 Temmuz itibariyle 3.235 TL olan en d\u00fc\u015f\u00fck kamu emek\u00e7isi maa\u015f\u0131 (15. Derecenin 1. Kademesindeki bek\u00e2r hizmetli olarak g\u00f6rev yapan kamu emek\u00e7isi) ile 570 dolar al\u0131nabiliyor iken bug\u00fcn itibariyle 4.222 TL olan maa\u015f ile 486 dolar al\u0131nabilmektedir. \u0130ki y\u0131lda 84 dolarl\u0131k kay\u0131p ya\u015fanm\u0131\u015f, sonu\u00e7ta dolar kar\u015f\u0131s\u0131nda %17,3 erime ya\u015fanm\u0131\u015ft\u0131r.<\/li>\n<li>12 Temmuz 2019 itibariyle en d\u00fc\u015f\u00fck kamu emek\u00e7isi maa\u015f\u0131 ile 7,6 \u00e7eyrek alt\u0131n, 12,5 adet gram alt\u0131n al\u0131nabiliyor iken, bug\u00fcn itibariyle 5,08 \u00e7eyrek alt\u0131n, 8,4 adet gram alt\u0131n al\u0131nabilmektedir. Dolays\u0131yla son iki y\u0131lda en d\u00fc\u015f\u00fck maa\u015f ile al\u0131nan \u00e7eyrek alt\u0131n say\u0131s\u0131 2,5 adet, gram alt\u0131n say\u0131s\u0131 4 adet azalm\u0131\u015ft\u0131r.<\/li>\n<li>Asgari \u00fccretteki s\u0131n\u0131rl\u0131 art\u0131\u015flara ra\u011fmen kamu emek\u00e7ilerinin maa\u015f art\u0131\u015f\u0131 asgari \u00fccretin de alt\u0131nda kalm\u0131\u015ft\u0131r. Son iki y\u0131lda 4 ki\u015filik ailenin yoksulluk s\u0131n\u0131r\u0131 6.733 TL\u2019den 2.599 TL art\u0131\u015fla, yani %38,6 art\u0131\u015fla, 9.332 TL\u2019ye \u00e7\u0131km\u0131\u015ft\u0131r.<\/li>\n<li><strong>T\u00fcm bunlar g\u00f6z \u00f6n\u00fcnde bulundurularak kamu emek\u00e7ileri son iki y\u0131lda, yoksulluk s\u0131n\u0131r\u0131 verilerine g\u00f6re %8,5 reel gelir kayb\u0131 ya\u015fam\u0131\u015ft\u0131r.<\/strong><\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p>Konfederasyonumuz bug\u00fcne kadar toplu s\u00f6zle\u015fme tekliflerinde konfederasyon temsilcileri ile Kamu \u0130\u015fveren Heyeti temsilcilerinin e\u015fit say\u0131da kat\u0131l\u0131m\u0131yla \u201cAsgari Ge\u00e7im Standard\u0131 Tespit Komisyonu\u201d adl\u0131 bir komisyonun kurulmas\u0131n\u0131,\u00a0 s\u00f6z konusu komisyonun 4 ki\u015filik bir aile i\u00e7in asgari ge\u00e7im standard\u0131 tutar\u0131 belirlemesini, maa\u015f art\u0131\u015flar\u0131nda da s\u00f6z konusu tutardaki art\u0131\u015f\u0131n temel al\u0131nmas\u0131n\u0131 \u00f6nermektedir.<\/p>\n<p><strong>Dolays\u0131yla ya\u015fanan reel gelir kay\u0131plar\u0131n\u0131n giderilmesi i\u00e7in;<\/strong><\/p>\n<ul>\n<li>Yoksulluk s\u0131n\u0131r\u0131ndaki art\u0131\u015f oran\u0131n\u0131n t\u00fcm kamu emek\u00e7ilerinin maa\u015f temel maa\u015f unsurlar\u0131 aras\u0131nda olu\u015fan %8,5 oran\u0131ndaki reel kayb\u0131n giderilmesini,<\/strong><\/li>\n<li><strong>Ard\u0131ndan maa\u015flar\u0131n en son a\u00e7\u0131klanan Haziran 2021 T\u00dcFE + Y-\u00dcFE \/ 2 oran\u0131nda art\u0131r\u0131lmas\u0131n\u0131 ve s\u00f6z konusu tutara %3 refah pay\u0131 eklenmesini istiyoruz.<\/strong><\/li>\n<\/ul>\n<p><strong><u>Bu \u00fczerinden en son a\u00e7\u0131klanan Haziran 2021 T\u00dcFE %17,53 + Haziran 2021 \u00dcFE %42,89 = %60,42 \/ 2= % 30,21 ve %3 pay verilerek toplamda %33,21 art\u0131r\u0131larak (5.219,33 * asgari ayl\u0131k g\u0131da harcamas\u0131 olan 707,50 TL\u2019ye \u00e7\u0131kar\u0131lmas\u0131n\u0131,<\/strong><\/li>\n<li>Yine 0-6 ya\u015f aras\u0131ndaki \u00e7ocuklar i\u00e7in 89,90 TL, 6 ya\u015f \u00fcst\u00fc \u00e7ocuklar i\u00e7in 44,95 TL gibi komik tutarlarda \u00f6denen\u00a0<strong>\u00e7ocuk yard\u0131m\u0131n\u0131n her bir \u00e7ocuk i\u00e7in\u00a0<\/strong><strong>asgari ayl\u0131k g\u0131da harcamas\u0131 olan 707,50 TL\u2019ye \u00e7\u0131kar\u0131lmas\u0131n\u0131<\/strong><strong>,<\/strong><\/li>\n<li>E\u015fi \u00e7al\u0131\u015fmayan, bakmakla y\u00fck\u00fcml\u00fc oldu\u011fu \u00e7ocu\u011fu bulunan emekli kamu emek\u00e7ilerine de e\u015f ve \u00e7ocuk yard\u0131m\u0131 verilmesini,<\/li>\n<li>Lojmanda oturan kamu emek\u00e7isi 100 m2 i\u00e7in 630 TL kira \u00f6demektedir. \u00d6dedi\u011fi lojman kira bedelinin ortalama konut kira bedeli olan 1.180 TL\u2019den d\u00fc\u015f\u00fclmesinden sonra kalan\u00a0<strong>550<\/strong>\u00a0<strong>TL\u2019<\/strong>nin lojmanda oturmayan kamu emek\u00e7isine \u00f6denmesini,<\/li>\n<li>\u0130\u015f yerinde yemek \u00e7\u0131kmayan kamu emek\u00e7ilerine\u00a0<strong>ayl\u0131k 520 TL<\/strong>\u00a0<strong>yemek yard\u0131m\u0131 yap\u0131lmas\u0131n\u0131,<\/strong><\/li>\n<li>T\u00fcm kamu emek\u00e7ilerine\u00a0<strong>T\u00fcrkiye do\u011falgaz t\u00fcketim ortalamas\u0131 d\u00fc\u015f\u00fcn\u00fclerek y\u0131ll\u0131k 4.357 TL, ayl\u0131k 363 TL yakacak Salg\u0131nla birlikte, ekonomiler darald\u0131k\u00e7a, i\u015f\u00e7iler i\u015fsiz kald\u0131k\u00e7a, h\u00fck\u00fcmetler ya\u015fam standartlar\u0131ndaki erimeyi \u00f6nleyebilmek i\u00e7in benzeri programlara y\u00f6neldiler. Bir\u00e7ok \u00fclkede de \u015fimdiden uygulamas\u0131 ba\u015flam\u0131\u015ft\u0131r.<\/p>\n<p>B\u00f6yle bir program\u0131n finansman\u0131 devlet b\u00fct\u00e7esinde yap\u0131lacak de\u011fi\u015fikliklerle rahatl\u0131kla sa\u011flanabilir. Burada kar\u015f\u0131m\u0131za \u00e7\u0131kabilecek sorun kaynak yetersizli\u011finden ziyade tercih sorunudur. B\u00fct\u00e7eyi emekten ve halktan yana kullanma tercih edildi\u011finde Temel Gelir G\u00fcvencesi i\u00e7in gereken kaynak sa\u011flanabilir. Toplumsal bir fayda sa\u011flamayan, insan\u0131 g\u00fc\u00e7s\u00fczle\u015ftiren, ekoloji ve bar\u0131\u015f\u0131 yok eden a\u015f\u0131r\u0131 g\u00fcvenlik harcamalar\u0131n\u0131n asgariye indirilmesi, israf niteli\u011findeki devlet harcamalar\u0131na ve b\u00fcy\u00fck sermayeye verilen mali desteklere son verilmesi, K\u00d6\u0130 projeleri nedeniyle b\u00fct\u00e7eden b\u00fcy\u00fck m\u00fcteahhitlere yap\u0131lan \u00f6demelerin durdurulmas\u0131yla Temel Gelir G\u00fcvencesine \u00e7ok rahat kaynak yarat\u0131labilecektir.<\/p>\n<p>Bu nedenle;\u00a0<strong>Konfederasyonumuzun \u00f6nerdi\u011fi Asgari Ge\u00e7im Standard\u0131 Tespit Komisyonu taraf\u0131ndan yaln\u0131zca toplumun bir ferdi olmalar\u0131 sebebi ile \u00fclkemizde bulunan insanlara temel ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131layacak d\u00fczenli ve ko\u015fulsuz bir gelir kapsam\u0131nda belirlenecek bir tutar\u0131n, Temel Gelir G\u00fcvencesi olarak belirlenmesini TALEP ED\u0130YORUZ.\u00a0<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p>Kamu emek\u00e7ileri olarak ya\u015fad\u0131\u011f\u0131m\u0131z temel sorunlardan birisi de en ba\u015f\u0131ndan beri s\u0131n\u0131rlanan i\u015f g\u00fcvencemizin OHAL s\u00fcreci ile birlikte kullan\u0131lamaz hale getirilmesidir. Bu kapsamda konfederasyonumuza ba\u011fl\u0131 sendikalar\u0131m\u0131z\u0131n y\u00f6netici ve \u00fcyesi toplam\u00a0<strong>4 bin 272<\/strong>\u00a0KESK\u2019li KHK\u2019ler ile sorgusuz-sualsiz,\u00a0 hukuksuz ve keyfi olarak i\u015finden ekme\u011finden edilmi\u015ftir.<\/p>\n<p>23 Ocak 2017 g\u00fcn\u00fc 685 say\u0131l\u0131 OHAL KHK\u2019si ile iki y\u0131ll\u0131k s\u00fcre i\u00e7inde kamudan ihra\u00e7 edilmi\u015f y\u00fcz binlerce kamu emek\u00e7isinin ihra\u00e7 ba\u015fvurular\u0131n\u0131 de\u011ferlendirmek ve karar alt\u0131na almakla g\u00f6revlendirilmi\u015f olmas\u0131na ra\u011fmen aradan neredeyse 4 y\u0131l ge\u00e7mi\u015f, Komisyon hala 16.050 dosyay\u0131 karara ba\u011flamam\u0131\u015ft\u0131r.\u00a0<strong>Karara ba\u011flad\u0131\u011f\u0131 dosyalar\u0131n %88,5\u2019ini ise ret etmi\u015ftir. Hala 2.500 KESK\u2019linin dosyas\u0131 karara ba\u011flanmay\u0131 bekliyor. T\u00fcm ba\u015fvurulardan %11\u2019nin karara ba\u011flanmad\u0131\u011f\u0131 g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda kalan dosyalar i\u00e7erisindeki KESK\u2019lilerin oran\u0131n\u0131n y\u00fcksekli\u011fi bilin\u00e7li bir geciktirme ile kar\u015f\u0131 kar\u015f\u0131ya oldu\u011fumuzu g\u00f6stermektedir.<\/strong><\/p>\n<p>Karara ba\u011flanmay\u0131 bekleyen dosyalar\u0131n \u00e7o\u011funlu\u011funun bar\u0131\u015f akademisyenlerinden ve haklar\u0131nda istihbarat raporlar\u0131, mahkeme kararlar\u0131, savc\u0131l\u0131k soru\u015fturmalar\u0131 vb. herhangi en ufak bir isnat bulunmayanlardan olu\u015ftu\u011fu bilinmektedir. Komisyon ve iktidar oyalamay\u0131 uzatabildik\u00e7e uzatmay\u0131, ma\u011fduriyeti i\u015fkenceye d\u00f6n\u00fc\u015ft\u00fcrmeyi, bu arada \u00fcniversitelerde ve kamuda kadrola\u015fmas\u0131n\u0131 tamamlamay\u0131 d\u00fc\u015f\u00fcnmektedir.<\/p>\n<p>\u00d6te yandan ba\u015fvurusu ret edilenlerin itiraz etti\u011fi \u0130dare Mahkemeleri de Komisyonun h\u0131z\u0131yla hareket etmekte ve \u00e7ok b\u00fcy\u00fck oranda komisyonun ret kararlar\u0131n\u0131 onaylayarak s\u00fcreci y\u0131llara yayma g\u00f6revini devam ettirmektedirler.<\/p>\n<p>375 say\u0131l\u0131 KHK\u2019nin Ge\u00e7ici 35. Maddesi eliyle yap\u0131lan ihra\u00e7lar ise son s\u00fcratle devam etmektedir. G\u00fcya OHAL kald\u0131r\u0131lm\u0131\u015f olsa da 375 say\u0131l\u0131 KHK\u2019nin Ge\u00e7ici 35. Maddesi ile en az 60 KESK\u2019li ihra\u00e7 edilmi\u015ftir. AKP iktidar\u0131 Meclise ge\u00e7en hafta sevk etti\u011fi tasar\u0131 ile ad\u0131 kalksa da OHAL\u2019i 3 y\u0131l daha fiilen s\u00fcrd\u00fcrmek, hukuksuz ihra\u00e7lara devam etmek istemektedir.<\/p>\n<p>Hakeza, AKP, ayn\u0131 ama\u00e7 ve hedefle Anayasa Mahkemesi karar\u0131na ve anayasaya ra\u011fmen askeri darbe d\u00f6nemi uygulamalar\u0131ndan olan G\u00fcvenlik Soru\u015fturmas\u0131 ve Ar\u015fiv Ara\u015ft\u0131rmas\u0131n\u0131 kal\u0131c\u0131 hale getirmeye y\u00f6nelik tasar\u0131y\u0131 Meclis i\u00e7 t\u00fcz\u00fc\u011f\u00fcn\u00fc ve iradesini hi\u00e7e sayarak yasala\u015ft\u0131rm\u0131\u015ft\u0131r.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p>Maliyeti d\u00fc\u015f\u00fck tutma ad\u0131na istihdam\u0131 par\u00e7al\u0131 hale getirme politikas\u0131 t\u00fcm kamu hizmetleri alan\u0131na yans\u0131m\u0131\u015ft\u0131r. Kamu emek\u00e7ilerinin s\u00f6zle\u015fmeli, idari hizmet s\u00f6zle\u015fmeli, kadro kar\u015f\u0131l\u0131\u011f\u0131 s\u00f6zle\u015fmeli, ge\u00e7ici s\u00f6zle\u015fmeli, vekil ve \u00fccretli olarak farkl\u0131 adlar alt\u0131ndaki g\u00fcvencesiz istihdam\u0131 s\u00fcrmektedir.<\/p>\n<p>Son iki y\u0131ldan beri kamuya kadrolu personel al\u0131m\u0131 neredeyse durma noktas\u0131na gelmi\u015ftir. Buna kar\u015f\u0131n \u00f6zellikle s\u00f6zle\u015fmeli istihdam artmaya devam etmektedir.<\/p>\n<p>Saraya ba\u011fl\u0131 Strateji ve B\u00fct\u00e7e Ba\u015fkanl\u0131\u011f\u0131 verilerine g\u00f6re; Mart 2021 itibari ile kamuda toplam 523 bin 047 s\u00f6zle\u015fmeli personel istihdam edilmektedir. Kadrolu personel say\u0131s\u0131 ise 2 milyon 964 bin 582\u2019dir. S\u00f6z konusu verilere g\u00f6re 2014-2021 aras\u0131 d\u00f6nemi kapsayan yedi y\u0131lda kadrolu personel say\u0131s\u0131 sadece y\u00fczde 8 artarken, s\u00f6zle\u015fmeli istihdam y\u00fczde 362 artm\u0131\u015ft\u0131r.<\/p>\n<p><strong>2014 Mart itibariyle her 100 kamu emek\u00e7isinden 4\u2019\u00fc s\u00f6zle\u015fmeli iken aradan ge\u00e7en 7 y\u0131lda her 100 kamu emek\u00e7isinden 15\u2019i s\u00f6zle\u015fmeli hale getirilmi\u015ftir.<\/strong><\/p>\n<p>\u00d6rne\u011fin Milli E\u011fitim Bakanl\u0131\u011f\u0131 (MEB) resmi verilerine g\u00f6re \u00f6\u011fretmen ihtiyac\u0131 net 95.000\u2019dir.\u00a0 Buna ra\u011fmen yani asgari \u00fccretin alt\u0131nda \u00e7al\u0131\u015fan\u00a0 \u2018\u00fccretli \u00f6\u011fretmen\u2019 say\u0131s\u0131 83.000 iken atamas\u0131 yap\u0131lmayan \u00f6\u011fretmen say\u0131s\u0131 700.000\u2019i a\u015fm\u0131\u015ft\u0131r.<\/p>\n<p>2016 y\u0131l\u0131nda ara\u015ft\u0131rma g\u00f6revlisi kadrosunda bulunan 13 bin 179 ara\u015ft\u0131rma g\u00f6revlisinin stat\u00fcleri y\u0131ll\u0131k s\u00f6zle\u015fmeli istihdam bi\u00e7imi olan 50\/d stat\u00fcs\u00fcne d\u00f6n\u00fc\u015ft\u00fcr\u00fclm\u00fc\u015ft\u00fcr. kald\u0131r\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>\u00d6te yandan KPSS\u2019yi, s\u00f6zl\u00fc s\u0131navlar\u0131 ya da m\u00fclakatlar\u0131 a\u015fan adaylar amac\u0131ndan sapan, sadece aday\u0131 de\u011fil, yak\u0131nlar\u0131n\u0131n da kapsayan ile \u00fc\u00e7\u00fcnc\u00fc bir elemeye tabi tutulmaktad\u0131r.<\/p>\n<p>B\u00f6ylece daha ba\u015ftan kamuya al\u0131nacak olanlar\u0131n siyasal iktidarla ayn\u0131 \u00e7izgide olmas\u0131, dolay\u0131s\u0131yla sendikal tercihini yaparken de siyasal iktidarla simbiyotik bir ili\u015fki i\u00e7inde olan konfederasyona ba\u011fl\u0131 sendikalara \u00fcye olmas\u0131n\u0131n yolu a\u00e7\u0131lmaktad\u0131r. Siyasal iktidara yak\u0131nl\u0131\u011f\u0131 ile bilinen konfederasyona ba\u011fl\u0131 sendikalar\u0131n t\u00fcm faaliyetlerine kat\u0131lanlar, her t\u00fcrl\u00fc deste\u011fi sunmaktan geri durmayanlar KESK\u2019e ba\u011fl\u0131 sendikalar\u0131n faaliyetlerine k\u00f6stek olmaya devam etmektedir. Masaya hepimizin ad\u0131na tek yetkili olarak oturanlar bazen h\u00fck\u00fcmetin sundu\u011fu teklife kar\u015f\u0131 \u00f6nceden haz\u0131rlad\u0131klar\u0131\u00a0 \u2018bu teklife kapal\u0131y\u0131z\u2019 lolipoplar\u0131n\u0131 havaya kald\u0131rarak \u015fov yapt\u0131lar. Bazen kameralar \u00f6n\u00fcnde masay\u0131 terk etme numaras\u0131 \u00e7ekip hemen sonra arka kap\u0131dan girip kapal\u0131 kap\u0131lar ard\u0131nda g\u00f6r\u00fc\u015fmelerini s\u00fcrd\u00fcrd\u00fcler.
