Devlet Tiyatrosu\u2019nun sorunlar\u0131n\u0131n masaya yat\u0131r\u0131ld\u0131\u011f\u0131, gelece\u011fe dair planlama ve stratejinin \u00e7al\u0131\u015fanlarla payla\u015f\u0131ld\u0131\u011f\u0131 bu \u00e7ok de\u011ferli toplant\u0131 ne yaz\u0131k ki bir d\u00f6nem kesintiye u\u011fram\u0131\u015ft\u0131. Ge\u00e7en y\u0131l yeniden ger\u00e7ekle\u015fen ve \u00f6n\u00fcm\u00fczdeki y\u0131llarda geni\u015fleyerek ger\u00e7ekle\u015ftirilmesini umdu\u011fumuz bu \u00f6nemli toplant\u0131ya bu y\u0131l sendikam\u0131z K\u00fclt\u00fcr, Sanat ve Turizm Emek\u00e7ileri Sendikas\u0131 olarak yeni bir y\u00f6netim ve yeni bir anlay\u0131\u015fla kat\u0131l\u0131yoruz. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">\u00dcyelerinin tabandan tavana, yerel \u00f6l\u00e7ekte \u00f6rg\u00fctlendi\u011fi ve temsil edildi\u011fi bir sendikac\u0131l\u0131k hareketini hayata ge\u00e7irme konusunda sizlerin katk\u0131lar\u0131n\u0131 her alanda bekledi\u011fimizi \u00f6ncelikle dile getirmeliyim. K\u00fclt\u00fcr ve Sanat faaliyetlerinin her alan\u0131nda oldu\u011fu gibi Devlet Tiyarosu\u2019nun sanatsal \u00fcretim ikliminin her a\u015famas\u0131nda da \u00e7al\u0131\u015fanlar\u0131n, \u00fcretenlerin, sanat emek\u00e7ilerinin yan\u0131nda yer almaya devam edece\u011fiz. Sendikam\u0131z \u00f6zl\u00fck haklar, hukuki, mali konular, kad\u0131n ve LGBT\u0130 \u00e7al\u0131\u015fanlar\u0131n ve her t\u00fcrl\u00fc ayr\u0131mc\u0131l\u0131\u011fa maruz kalan bireylerin, kurumsal mobbing ve taciz sorunlar\u0131n\u0131n alan\u0131nda m\u00fccadele etti\u011fi-edece\u011fi gibi, kurumun temel etik-estetik sorunlar\u0131n\u0131n, T\u00fcrkiye kamuoyu g\u00f6z\u00fcndeki de\u011ferinin ve bir b\u00fct\u00fcn olarak K\u00fclt\u00fcr- Sanat alan\u0131ndaki varl\u0131k s\u0131n\u0131rlar\u0131n\u0131n yan\u0131nda m\u00fccadelesini s\u00fcrd\u00fcrecektir.<span style=\"mso-spacerun: yes;\">\u00a0 <\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">T\u00dcSAK ad\u0131 alt\u0131nda, k\u00fclt\u00fcr-sanat alan\u0131nda faaliyet g\u00f6steren kurumlar\u0131n tamamen ak\u0131l ve vicdan d\u0131\u015f\u0131 bir olu\u015fum i\u00e7inde bir araya getirilerek, bir cendereye hapsedilme \u00e7abas\u0131na hep birlikte tan\u0131k olduk. Bu s\u00fcrece alanda faaliyet g\u00f6steren demokratik Kitle \u00d6rg\u00fctleri ve akl\u0131-sa\u011fduyusu yerinde bireyler olarak hakl\u0131 itirazlar\u0131m\u0131zla kar\u015f\u0131 durduk ve bu s\u00fcreci engelledik. Kendinden ve kendi ideolojisinden ba\u015fka her t\u00fcrl\u00fc varl\u0131k alan\u0131n\u0131 de\u011fersizle\u015ftiren iktidar odaklar\u0131n\u0131n sanata ve sanat\u00e7\u0131ya sald\u0131r\u0131lar\u0131na hep birlikte tan\u0131k olduk ve bu sald\u0131r\u0131lara kar\u015f\u0131 hep birlikte g\u00f6\u011f\u00fcs gerdik. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">\u00c7a\u011fd\u0131\u015f\u0131 sans\u00fcre, k\u00fclt\u00fcrel varl\u0131klar\u0131m\u0131z\u0131n rant u\u011fruna ya\u011fmalanmas\u0131na, kar odakl\u0131 sanatsal yap\u0131lanmalara, \u00e7al\u0131\u015fanlar\u0131n haklar\u0131n\u0131n g\u00fcn be g\u00fcn t\u0131rpanlanmas\u0131na, kad\u0131n\u0131n sahnedeki varl\u0131\u011f\u0131n\u0131 tehdit olarak alg\u0131layan \u00e7a\u011fd\u0131\u015f\u0131 \u00f6r\u00fcmcek zihinli kafalara hep birlikte tan\u0131k olduk, bunlara kar\u015f\u0131 direndik ve sonuna kadar direnmeye devam edece\u011fiz. Bu gerici- liberal ya\u011fma ekonomisinin emek cephesi kar\u015f\u0131s\u0131ndaki yeni hamlelerinin fark\u0131nday\u0131z. T\u00dcSAK ile beynimize, sahnemize, tarihi ve k\u00fclt\u00fcrel miras\u0131m\u0131za istedi\u011fi gibi \u00e7\u00f6reklenemeyen rant cephesi bu kez de K\u00fclt\u00fcr ve Turizm Bakanl\u0131\u011f\u0131\u2019n\u0131 ilga ederek, \u201cK\u00fclt\u00fcr\u201d k\u0131sm\u0131n\u0131 Milli E\u011fitim Bakanl\u0131\u011f\u0131\u2019na ba\u011flamaya \u00e7al\u0131\u015farak neyi hedeflemektedir?<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">E\u011fitim sistemini bir t\u00fcrl\u00fc d\u00fczenleyemeyen, \u00fclkemizin gelece\u011fi olan minik beyinleri yaz boz tahtas\u0131 haline getirdi\u011fini kendi bile itiraf eden iktidar; \u0131srarla \u00e7al\u0131\u015fanlar\u0131n, sanat emek\u00e7ilerinin, meslek \u00f6rg\u00fctlerinin ve sanat disiplininde faaliyet g\u00f6steren bilim insanlar\u0131n\u0131n g\u00f6r\u00fc\u015flerine ba\u015fvurmadan b\u00f6yle bir d\u00fczenleme giri\u015fimiyle adeta sahnelerimizin alt\u0131na dinamit lokumu yerle\u015ftirmektedir. K\u00fclt\u00fcr-Sanat alan\u0131n\u0131n politika ve politikac\u0131lar taraf\u0131ndan b\u00f6ylesine \u00f6zensiz, b\u00f6ylesine hor kullan\u0131ld\u0131\u011f\u0131, manip\u00fcle edildi\u011fi bir tarz\u0131 siyaset k\u00fclt\u00fcrel hayat\u0131m\u0131za hi\u00e7bir fayda sa\u011flamayaca\u011f\u0131 gibi, sadece ve sadece bu milletin kalbine bir han\u00e7er olup saplanmaktan \u00f6teye gitmeyecek bir hamledir.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">Biz sendika olarak bu y\u0131l yeni bir \u00e7al\u0131\u015fma y\u00fcr\u00fctmeye ba\u015flad\u0131k. \u00c7al\u0131\u015fanlar\u0131m\u0131z\u0131n sorunlar\u0131yla ilgili k\u00fc\u00e7\u00fck bir alan ara\u015ft\u0131rmas\u0131 ger\u00e7ekle\u015ftirdik. Vaktimiz ve kaynaklar\u0131m\u0131z k\u0131s\u0131tl\u0131yd\u0131. \u00d6n\u00fcm\u00fczdeki d\u00f6nemde bu \u00e7al\u0131\u015fmay\u0131 profesyonelle\u015ftirerek y\u00fcr\u00fctmeyi hedeflemekteyiz. Ancak bu k\u00fc\u00e7\u00fck \u00e7al\u0131\u015fma bile, bilimsel istatistiki veriler i\u00e7ermemesine, her kategorideki verinin analizinin yeterli antropolojik-sosyolojik bilgiyle, s\u00fcre darl\u0131\u011f\u0131 nedeniyle i\u015flenememesine ra\u011fmen olduk\u00e7a \u00e7arp\u0131c\u0131. Geli\u015ftirerek raporla\u015ft\u0131raca\u011f\u0131m\u0131z bu \u00e7al\u0131\u015fman\u0131n \u00f6nemli baz\u0131 ba\u015fl\u0131klar\u0131n\u0131 sizlerle payla\u015fmak istiyoruz.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">Bu \u00e7al\u0131\u015fman\u0131n, y\u00fcz y\u00fcze ger\u00e7ekle\u015ftirdi\u011fimiz g\u00f6r\u00fc\u015fmeleri neticesinde ortaya \u00e7\u0131kan en \u00f6nemli ger\u00e7ek, her birimden \u00e7al\u0131\u015fan\u0131n kendini \u201cde\u011fersiz\u201d hissetti\u011fi ger\u00e7e\u011fidir.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">Devlet Tiyatrolar\u0131 \u00e7al\u0131\u015fanlar\u0131 ya\u015fad\u0131\u011f\u0131m\u0131z yakla\u015f\u0131k 6 y\u0131ll\u0131k s\u00fcre\u00e7te kapat\u0131lma, la\u011fvedilme, bas\u0131n yoluyla a\u015fa\u011f\u0131lanma, \u00fccretlerin reel ve gizli enflasyon kar\u015f\u0131s\u0131ndaki erozyonu sonucu bu de\u011fersizli\u011fi yapt\u0131\u011f\u0131m\u0131z her g\u00f6r\u00fc\u015fmenin ana fikri olarak taraf\u0131m\u0131za iletmi\u015flerdir. Gelir darl\u0131\u011f\u0131 ve \u00f6zl\u00fck haklar\u0131n dura\u011fan seyri kar\u015f\u0131s\u0131nda \u00f6z sayg\u0131s\u0131n\u0131 ve toplumsal itibar\u0131n\u0131 yitiren bireylerden olu\u015fan bir kurum b\u0131rak\u0131n\u0131z sanat \u00fcretimini, onurlu bir hayat s\u00fcrd\u00fcrme temel insan hakk\u0131n\u0131n ona verdi\u011fi \u00f6zg\u00fcr ve g\u00fcvenli ya\u015fam standartlar\u0131 a\u00e7\u0131s\u0131ndan da tehdit alt\u0131nda olacakt\u0131r. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">8 y\u0131ld\u0131r a\u00e7\u0131lmayan sanat\u00e7\u0131 ve teknik personel kadro s\u0131nav\u0131 b\u00f6lge tiyatrolar\u0131m\u0131z\u0131 kapanman\u0131n e\u015fi\u011fine getirmi\u015f, merkezlerde S\u00fcreli S\u00f6zle\u015fmeli Personel ve Mezun Sanat\u00e7\u0131 ile kadrolular aras\u0131nda s\u0131n\u0131fsal ve sosyal \u00e7atlaklar olu\u015fmas\u0131na yol a\u00e7m\u0131\u015ft\u0131r. \u0130cra g\u00f6revini yerine getirmekle y\u00fck\u00fcml\u00fc iktidar, sermaye s\u0131n\u0131f\u0131ndan yana ald\u0131\u011f\u0131 tav\u0131rla, \u00e7al\u0131\u015fanlar\u0131m\u0131z\u0131 esnek \u00e7al\u0131\u015fma d\u00fczenlemeleri ile temel insan haklar\u0131ndan olan sosyal g\u00fcvenlik ve e\u015fit i\u015fe e\u015fit \u00fccret haklar\u0131ndan mahrum b\u0131rakmaktad\u0131r. Tiyatro alan\u0131nda faaliyet g\u00f6steren memur ve teknik personel di\u011fer i\u015f kollar\u0131ndan farkl\u0131 ve \u00f6zellikli e\u011fitim ve hassasiyetlere haiz olmak durumundad\u0131r. Sahne marangozu mobilyac\u0131dan, I\u015f\u0131k biriminde \u00e7al\u0131\u015fan yarat\u0131c\u0131 ve teknik kadro elektirik\u00e7iden ve sahne terzisi overlok\u00e7udan tamamen farkl\u0131 yeteneklere haizdir. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">\u00dcyelerimizin temel sorun, g\u00f6r\u00fc\u015f ve \u00f6nerileri a\u015fa\u011f\u0131da s\u0131ralanmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r:<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">* Ald\u0131klar\u0131 \u00fccretin y\u0131llar kar\u015f\u0131s\u0131nda eriyerek dizi ve yan sekt\u00f6rlere ba\u011f\u0131ml\u0131 hale gelmeleri.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">*Kurumda \u00e7al\u0131\u015fan-\u00e7al\u0131\u015fmayan ayr\u0131m\u0131n\u0131n yap\u0131lmamas\u0131 ve bunun \u00fccretlere pozitif y\u00f6nde yans\u0131mamas\u0131. Bu kendi i\u00e7inde \u015fu hassas noktalar\u0131 i\u00e7ermemektedir. K\u00f6t\u00fc niyet harici \u00e7e\u015fitli nedenlerle zorunlu olarak \u00e7al\u0131\u015famayan bireylerin \u00fccretleri Te\u015fvik \u0130kramiyesi korkusuyla bask\u0131lanmamal\u0131d\u0131r. Kad\u0131n sanat\u00e7\u0131 personel oynamak istedi\u011fi halde oyunlardaki kad\u0131n rollerinin azl\u0131\u011f\u0131 sonucu g\u00f6rev d\u0131\u015f\u0131 kalmaktad\u0131rlar. Kad\u0131nlar\u0131n sahnede yer almas\u0131n\u0131n \u00f6n\u00fcn\u00fc a\u00e7acak her t\u00fcrl\u00fc proje ivedilikle hayata ge\u00e7irilmelidir. Bir di\u011fer husus sadece sahneye \u00e7\u0131kma s\u0131kl\u0131\u011f\u0131na ba\u011fl\u0131 olabilecek skor sistemi sanat alan\u0131nda ba\u011flay\u0131c\u0131 de\u011fildir. \u00dcst\u00fcn gayret ve \u00fcst\u00fcn yetenek ek \u00fccretlendirmelerle de\u011ferlendirilmeli, kazan\u0131lm\u0131\u015f haklar\u0131n budanmas\u0131 sanat\u00e7\u0131lar\u0131n ensesinde Demokles\u2019in k\u0131l\u0131c\u0131 misali bir tehdit unsuru olarak salland\u0131r\u0131lmamal\u0131d\u0131r. Ayn\u0131 zamanda sanat y\u00f6netmeni olan m\u00fcd\u00fcrler ve sanat\u00e7\u0131lar\u0131n oylar\u0131yla se\u00e7ilecek b\u00f6lgesel sanat y\u00f6netim kurullar\u0131 arac\u0131l\u0131\u011f\u0131 ile \u00e7al\u0131\u015fanlar\u0131n \u00fccret politikas\u0131 farkl\u0131 bir anlay\u0131\u015fla yeniden olu\u015fturulabilir. Bu \u00f6nerilen sistem, \u00f6zerk ve \u00f6zg\u00fcr sanat kurumu yap\u0131land\u0131r\u0131lmas\u0131 olarak ge\u00e7mi\u015fte g\u00fcndeme pek \u00e7ok kez gelmi\u015f, ancak y\u00f6netenlerin \u00e7\u0131karlar\u0131 a\u00e7\u0131s\u0131ndan s\u00fcrekli olarak geri b\u0131rak\u0131l\u0131p, hayata ge\u00e7irilmemi\u015f \u00f6zerk sanat kurumu sistemdir.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">*Memurlar i\u00e7in yakla\u015f\u0131k yedi y\u0131ld\u0131r g\u00f6revde y\u00fckselme s\u0131navlar\u0131 yap\u0131lmam\u0131\u015ft\u0131r. B\u00fct\u00fcn birimlerde \u015eef kadrosu i\u00e7in y\u00fckselme s\u0131nav\u0131 her y\u0131l a\u00e7\u0131labilmelidir. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">* 3600 Ek G\u00f6sterge b\u00fct\u00fcn birimlerden ald\u0131\u011f\u0131m\u0131z ortak bir taleptir. Emekli olan arkada\u015flar emekliliklerinde, \u00e7al\u0131\u015ft\u0131klar\u0131 aylardan y\u00fcksek maa\u015f almakta, bu y\u00fczden yeti\u015fmi\u015f personel a\u00e7\u0131s\u0131ndan s\u00fcrekli kan kayb\u0131 ya\u015fanmaktad\u0131r kadrolar\u0131n\u0131n B kadrosuna ge\u00e7i\u015fi i\u00e7in acil \u00e7al\u0131\u015fma yap\u0131lmal\u0131d\u0131r. Buna ek olarak maa\u015flar\u0131n temel taban\u0131n\u0131 olu\u015fturan ayl\u0131k g\u00f6stergede yap\u0131labilecek iyile\u015ftirme normalde Toplu i\u015f S\u00f6zle\u015fmesinde yetkili sendikan\u0131n g\u00fcndeme getirmesi gereken, \u00e7al\u0131\u015fanlar\u0131n s\u00fcrekli alt\u0131n\u0131 \u00e7izmesi gereken bir ba\u015fka husustur.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; text-justify: inter-ideograph;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif;\">* Bayan Terzi At\u00f6lyesi mek\u00e2nsal olarak yetersizdir. Bu K\u0130K toplant\u0131lar\u0131nda defalarca dile getirilmi\u015f ancak \u00e7\u00f6z\u00fcm yoluna gidilememi\u015ftir. Havaland\u0131rma, \u00e7al\u0131\u015fma alan\u0131n\u0131n temizli\u011fi ve sosyal ya\u015fam alan\u0131 yeniden d\u00fczenlenmelidir. Sahnede g\u00f6revli giydiriciler ve at\u00f6lye g\u00f6revleri yeniden d\u00fczenlenmelidir. Giydiricilerin g\u00f6revli olduklar\u0131 oyunlara devam\u0131 \u00f6zel \u00f6nem arz etmektedir.
