Siyasi kadrola\u015fman\u0131n \u00f6n\u00fcn\u00fc sonuna kadar a\u00e7mak i\u00e7in kendinden \u00f6nceki koalisyon h\u00fck\u00fcmeti d\u00f6neminde \u00e7\u0131kar\u0131lan <strong>\u201cKamu G\u00f6revine \u0130lk Defa Atanacaklar \u0130\u00e7in Y\u00f6netmelik\u201d<\/strong>te defalarca de\u011fi\u015fiklik yapmakla kalmam\u0131\u015f, Dan\u0131\u015ftay taraf\u0131ndan iptal edilen d\u00fczenlemelerin yerine ayn\u0131 i\u00e7erikte d\u00fczenlemeler yapmakta \u0131srar etmi\u015ftir.<\/p>\n<p style=\"padding: 0px; margin: 0px 0px 10px; font-size: 14px; vertical-align: baseline; font-family: 'Open Sans', sans-serif; outline: 0px; border: 0px; color: #222222; text-align: justify;\">AKP h\u00fck\u00fcmetleri d\u00f6neminde sadece kamu g\u00f6revine almada de\u011fil, kamu personelinin nakil, g\u00f6revlendirilme, se\u00e7ilme, terfi, y\u00fckselme, g\u00f6revden al\u0131nma ve emekliye sevk edilme usul ve esaslar\u0131na ili\u015fkin konularda da bug\u00fcne kadar defalarca de\u011fi\u015fiklik yap\u0131lm\u0131\u015ft\u0131r. Bu de\u011fi\u015fikliklerin yap\u0131lmas\u0131nda \u00f6zellikle 06.04.2011 tarihli 6223 say\u0131l\u0131 Yetki Kanuna dayanarak birka\u00e7 ay i\u00e7ersinde \u00e7\u0131kar\u0131lan 35 adet Kanun H\u00fckm\u00fcnde Kararname (KHK) \u00f6nemli bir rol oynam\u0131\u015ft\u0131r. S\u00f6z konusu KHK\u2019lerle t\u00fcm bakanl\u0131klar\u0131n, kamu kurumlar\u0131n\u0131n te\u015fkilat yap\u0131s\u0131 ve g\u00f6revleri AKP iktidar\u0131n\u0131n ihtiya\u00e7lar\u0131 do\u011frultusunda yeniden bi\u00e7imlendirilmi\u015ftir.<\/p>\n<p style=\"padding: 0px; margin: 0px 0px 10px; font-size: 14px; vertical-align: baseline; font-family: 'Open Sans', sans-serif; outline: 0px; border: 0px; color: #222222; text-align: justify;\">T\u00fcm bunlar yetmemi\u015f olacak ki AKP iktidar\u0131 bug\u00fcn de OHAL-KHK rejimine dayanarak iktidar\u0131 ile ayn\u0131 \u00e7izgide olmayan, kendisine biat etmeyen t\u00fcm emek\u00e7ilerin kamudan tasfiyesine h\u0131z veren uygulamalara imza atmaya devam etmektedir.<\/p>\n<p style=\"padding: 0px; margin: 0px 0px 10px; font-size: 14px; vertical-align: baseline; font-family: 'Open Sans', sans-serif; outline: 0px; border: 0px; color: #222222; text-align: justify;\"><strong style=\"padding: 0px; margin: 0px; font-style: inherit; vertical-align: baseline; font-family: inherit; outline: 0px; border: 0px;\">Son olarak AKP h\u00fck\u00fcmetleri d\u00f6neminde bug\u00fcne kadar defalarca de\u011fi\u015ftirilen, de\u011fi\u015fikliklerin bir k\u0131sm\u0131 Dan\u0131\u015ftay taraf\u0131ndan iptal edilen\u00a0 \u201c<\/strong><strong style=\"padding: 0px; margin: 0px; font-style: inherit; vertical-align: baseline; font-family: inherit; outline: 0px; border: 0px;\">Kamu Kurum ve Kurulu\u015flar\u0131nda G\u00f6revde Y\u00fckselme ve Unvan De\u011fi\u015fikli\u011fi Esaslar\u0131na Dair Genel Y\u00f6netmelikte\u201d \u00f6nemli de\u011fi\u015fiklikler yap\u0131lm\u0131\u015ft\u0131r. 22 Ekim tarihli Resmi Gazetede yay\u0131mlanan de\u011fi\u015fikliklerle bug\u00fcne kadar sadece \u015fube m\u00fcd\u00fcr\u00fc ve m\u00fcd\u00fcrler i\u00e7in ge\u00e7erli olan s\u00f6zl\u00fc s\u0131nav uygulamas\u0131n\u0131n kapsam\u0131 geni\u015fletilerek \u015fef ve alt\u0131ndaki unvanlara atanacak olanlara da s\u00f6zl\u00fc s\u0131nav \u015fart\u0131 getirmi\u015ftir. S\u00f6zl\u00fc s\u0131nav \u00f6ncesi yap\u0131lan yaz\u0131l\u0131 s\u0131navda 70 puan olan baraj ise 60\u2019a \u00e7ekilerek, siyasal kadrola\u015fma olanaklar\u0131 artt\u0131r\u0131lm\u0131\u015ft\u0131r.<\/strong><\/p>\n<p style=\"padding: 0px; margin: 0px 0px 10px; font-size: 14px; vertical-align: baseline; font-family: 'Open Sans', sans-serif; outline: 0px; border: 0px; color: #222222; text-align: justify;\"><strong style=\"padding: 0px; margin: 0px; font-style: inherit; vertical-align: baseline; font-family: inherit; outline: 0px; border: 0px;\">\u00d6ncelikle s\u00f6z konusu de\u011fi\u015fikliklerin Resmi Gazetede yay\u0131mland\u0131\u011f\u0131 22 Ekim\u2019de Devlet Personel Ba\u015fkanl\u0131\u011f\u0131 (DPB) taraf\u0131ndan kamu kurumlar\u0131n\u0131n, kamu emek\u00e7ileri sendikalar\u0131n\u0131n-konfederasyonlar\u0131n\u0131n kat\u0131l\u0131m\u0131yla yap\u0131lan \u201cKamu Personel Sisteminin De\u011ferlendirilmesi \u00c7al\u0131\u015ftay\u0131\u201dn\u0131n s\u00fcrmesi, \u00fcstelik DPB \u00e7al\u0131\u015ftay\u0131 kapsam\u0131nda\u00a0 \u201cKamuda Terfi Sistemi, Unvan De\u011fi\u015fikli\u011fi, \u00dcst D\u00fczey Y\u00f6neticilik\u201d\u00a0 ba\u015fl\u0131\u011f\u0131 ile bir \u00e7al\u0131\u015fma grubu olu\u015fturulmas\u0131 manidard\u0131r.<\/strong><\/p>\n<p style=\"padding: 0px; margin: 0px 0px 10px; font-size: 14px; vertical-align: baseline; font-family: 'Open Sans', sans-serif; outline: 0px; border: 0px; color: #222222; text-align: justify;\"><strong style=\"padding: 0px; margin: 0px; font-style: inherit; vertical-align: baseline; font-family: inherit; outline: 0px; border: 0px;\">Anla\u015f\u0131lan o ki sendikalar-konfederasyonlar 21-23 Ekim tarihlerinde d\u00fczenlenen DPB \u00c7al\u0131\u015ftay\u0131nda yine \u201csosyal diyalog, payda\u015fl\u0131k\u201d s\u00f6ylemleri ile oyalan\u0131p \u00e7al\u0131\u015fma gruplar\u0131 toplan\u0131rken h\u00fck\u00fcmet \u00e7oktan karar\u0131n\u0131 vermi\u015ftir. Nitekim Bakanlar Kurulu\u2019nun y\u00f6netmelik de\u011fi\u015fikli\u011fine ili\u015fkin olarak daha DPB \u00e7al\u0131\u015fatay\u0131 ba\u015flamadan, 17 Ekim\u2019de, karar ald\u0131\u011f\u0131, s\u00f6z konusu karar\u0131 da 22 Ekim tarihli Resmi Gazetede yay\u0131mlad\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.<\/strong><\/p>\n<p style=\"padding: 0px; margin: 0px 0px 10px; font-size: 14px; vertical-align: baseline; font-family: 'Open Sans', sans-serif; outline: 0px; border: 0px; color: #222222; text-align: justify;\"><strong style=\"padding: 0px; margin: 0px; font-style: inherit; vertical-align: baseline; font-family: inherit; outline: 0px; border: 0px;\">Bu tip \u00e7al\u0131\u015ftaylar\u0131n hedefinin h\u00fck\u00fcmetin kamu emek\u00e7ilerinin s\u0131n\u0131rl\u0131 i\u015f g\u00fcvencesini tamamen ortadan kald\u0131rmak ba\u015fta olmak \u00fczere kamu personel rejiminde yapaca\u011f\u0131 de\u011fi\u015fikliklere sendikalar\u0131-konfederasyonlar\u0131 payanda etmekten, bunun i\u00e7in PR \u00e7al\u0131\u015fmas\u0131 yapmaktan ibaret oldu\u011funu her platformda ifade eden konfederasyonumuz ne yaz\u0131k ki bir kez daha hakl\u0131 \u00e7\u0131km\u0131\u015ft\u0131r.\u00a0\u00a0<\/strong><\/p>\n<p style=\"padding: 0px; margin: 0px 0px 10px; font-size: 14px; vertical-align: baseline; font-family: 'Open Sans', sans-serif; outline: 0px; border: 0px; color: #222222; text-align: justify;\">Bilindi\u011fi \u00fczere kamu y\u00f6netimini yarg\u0131 yolu ile denetlemekle g\u00f6revli Dan\u0131\u015ftay\u2019\u0131n bug\u00fcne kadar s\u00f6zl\u00fc s\u0131navlara ili\u015fkin verdi\u011fi pek \u00e7ok karar vard\u0131r. Hizmete al\u0131nmada, g\u00f6revin gerektirdi\u011fi niteliklerden ba\u015fka hi\u00e7bir ay\u0131r\u0131m g\u00f6zetilemez\u201d\u00a0 denilerek kamu hizmetine al\u0131mda hi\u00e7bir ay\u0131r\u0131mc\u0131l\u0131k yap\u0131lamayaca\u011f\u0131 vurgulanm\u0131\u015ft\u0131r. Buna ra\u011fmen h\u00fck\u00fcmetin, devlet memuru olma ko\u015fullar\u0131n\u0131 ta\u015f\u0131yan her yurtta\u015fa a\u00e7\u0131k olmas\u0131 gereken kamu kadrolar\u0131n\u0131 sadece kendi siyasal tutum ve anlay\u0131\u015flar\u0131 do\u011frultusunda yap\u0131lan atamalarla doldurmak i\u00e7in yasal d\u00fczenlemeler yapmas\u0131, y\u00f6netmeliklerle adeta oynamas\u0131 kabul edilemez.<\/strong><\/p>\n<p style=\"padding: 0px; margin: 0px 0px 10px; font-size: 14px; vertical-align: baseline; font-family: 'Open Sans', sans-serif; outline: 0px; border: 0px; color: #222222; text-align: justify;\"><strong style=\"padding: 0px; margin: 0px; font-style: inherit; vertical-align: baseline; font-family: inherit; outline: 0px; border: 0px;\">Kamuya ait kadrolar, siyasi iktidar\u0131n T\u00fcrkiye\u2019de do\u011frudan \u201ctorpil\u201d kelimesi ile e\u015f anlaml\u0131 olan \u201cs\u00f6zl\u00fc s\u0131nav\u201d \u00fczerinden yanda\u015flar\u0131n\u0131 dolduraca\u011f\u0131 makamlar de\u011fildir.
